Job Summary

Under the direction of University Bursar in the Student Financial Services Center (SFSC), the incumbent serves as the module lead for the SFSC in support of the Common Management System (CMS) for the Student Financial and Common Financial Systems (CFS) Finance-AR/Billing Systems. Additionally, the incumbent has responsibilities in support of the additional systems such as Cashnet. This position requires the analyst to provide overall leadership and take primary responsibility for the oversight of all activities related to the maintenance and ongoing campus support of the department systems. The analyst performs complex, professional level duties in the analysis, evaluation, design, development, testing, documentation and maintenance of computer system applications specific to the functional needs of the department. Provides support to end users on the use of applications. Produces a variety of standard and ad hoc reports and provides strategic analysis and advice to management related to departmental systems and its support functions.

FLSA Exempt - This position is covered by health benefits, and is exempt, (not eligible for overtime compensation) according to the Fair Labor Standards Act.

Department Information

The Bursar’s Office is the main artery for the majority of financial activity at the University and is committed to excellent customer service, staff development, quality improvement and system enhancements to best serve our current and future students, staff, faculty and campus community. We are comprised of 20 dedicated staff members providing cashiering, disbursement, billing, collections and refund services.

The Bursar’s Office counter at Lassen Hall 1001, commonly referred to as the “Cashier’s Office,” is committed to servicing students, staff and faculty with their cashiering needs, such as registration payments, parking permits, and other fees owed to the University. We also disburse all types of checks, including financial aid, payroll and vendor checks. We have also recently added OneCard Services to our operations.

Next door in Lassen Hall 1003 we have a dedicated team specially trained for all collections and billing for the University. Our collection team works with the State of California and various collection agencies to recover funds owed to Sacramento State. We also help with special tuition fee programs such as fee sponsors and fee waivers. The refund team processes all types of registration fee and departmental fee refund checks. We also conduct group and one-on-one money management sessions as part of our Your Money Matters! program.

Minimum Qualifications

Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation
would normally be obtained through a bachelor’s degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

Required Qualifications


1. Relevant experience in performing complex professional level duties in the analysis, evaluation, design, development and testing of systems.

Knowledge, Skills and Abilities:
2. Functional knowledge of an enterprise management system (ie: PeopleSoft), with emphasis on Student Administration.
3. Knowledge of higher education financial policies and procedures including Federal, State, CSU and University Regulations.
4. Thorough knowledge in an enterprise management system specifically the Finance Accounts Receivable/Billing (AR/BI).
5. Knowledge of secure file transfer processes.
6. Excellent analytical and problem solving skills.
7. Excellent business and technical skills, including the ability to document process and data flows.
8. Ability to provide lead work direction to others.
9. Good organizational and time management skills.
10. Good interpersonal skills.
11. Proficient in Windows based programs.
12. Proficient in Microsoft Office Suite, with emphasis in Excel.

Preferred Qualifications

13. Two (2) years’ experience in performing complex, professional level duties in the analysis, evaluation, design, development, and testing of systems.
14. Experience working with/in University financial departments.
15. Experience in Common Management System PeopleSoft Student Administration and Portal.
16. Experience in Common Financial System PeopleSoft AR/Billing
17. Experience with File Transfer Protocol processes.
18. Experience with Data Warehouse programs.
19. Experience with Cashnet Cashiering Software.
