Job Summary

The LMS Specialist provides campus-wide support for the mission-critical Blackboard Learning Management System (LMS) environment. The incumbent plays an essential role in a team of Blackboard Application, server, infrastructure, database, Service Desk, and related specialists that together support our Blackboard environment. In addition, the LMS Specialist coordinates closely with managers and staff who provide faculty/student training and support for use of the LMS, ensuring that all technical support is closely aligned with user needs. Critical areas include ensuring stability and reliability of the LMS environment, integrating other applications and functions into the LMS, problem resolution and liaison with Blackboard support, and business continuity planning.

The position reports to the Director of Web & Mobile Services, within the Department of Administrative Academic IT Services. This position has responsibility for the configuration, setup, operation, maintenance and support for the campus LMS. The LMS Specialist often leads complex and high-impact projects with campus-wide significance, works with others to design instructional systems and support, conducts capacity planning and feasibility studies, and integrates new technology that changes how institutional work is accomplished. The incumbent works closely with server administrators and infrastructure staff in the setup, building block configuration/installation, driver installation, system integration, and performance monitoring of the system. This position is responsible for working closely with database and operating system administrators to maintain a stable and highly reliable environment and also plans and implements installation of updates and patches, as well as effective integrations of the LMS with various campus related systems, including uPortal, Peoplesoft and other collaborative and mobility applications.

Note: All IRT employees should be familiar with the mission of the University, the University Strategic Plan, and the campus information technology strategic plan.

FLSA Exempt - This position is covered by health benefits, and is exempt, (not eligible for overtime compensation) according to the Fair Labor Standards Act.

Minimum Qualifications

To enter this classification, a basic foundation of knowledge and skills in application programming and systems analysis and related programming support functions is a prerequisite. This foundation would normally be obtained through a bachelor’s degree, preferably in computer science or business, or equivalent training and applied experience. Foundation knowledge and skills for the Analyst/Programmer, depending on the position assignment, may include working knowledge of a specific industry standard applications programming language and knowledge of standard systems analysis techniques.

Required Qualifications

1. Bachelor’s degree in computer science, mathematics or a related technical field, or equivalent technical training and/or experience.
2. Three (3) years of experience with Linux configuration, programming, and protocols.
3. Three (3) years of experience using LMS application and Oracle database monitoring tools

4. Demonstrated ability to function at the Analyst/Programmer-Career skill level including ability to support a technical team that provides comprehensive campus-wide support for the mission-critical Blackboard Learning Management System (LMS) environment, ensure stability and reliability of the LMS environment, integrate other applications and functions into the LMS, problem-solve and liaise with Blackboard support, and plan for business continuity.

Demonstrated knowledge, skill, and ability to perform the following critical functions of the classification:
5. Evidence of advanced and comprehensive knowledge of the LMS technical and related specialties.
6. Knowledge of formal data structure design, relational database design, and file structure.
7. Ability to design data structures to maximize efficiency and flexibility.
8. Ability to perform application maintenance tasks, develop access routines, and analyze thread dumps
9. Knowledge of data administration principles and data modeling concepts.
10. Ability to identify and resolve software/hardware interface problems, data requirements, and access methods.
11. Ability to establish and execute data security standards and procedures and disaster recovery plans.
12. Ability to perform application and database backup and recovery procedures utilities.
13. Ability to install, configure and optimize complex LMS integrations.
14. Ability to enhance system performance utilizing application programming interfaces
15. Ability to provide database support in a multiple hardware platform and operating system environment.

Preferred Qualifications

16. At least five years experience with administration of LMS systems (Blackboard, WebCT or similar).
17. Two (2) years experience with Unix administration, integration, monitoring and networking.
18. Demonstrated ability to proactively understand LMS problems from a broad interactive perspective and ability to develop effective solutions.
19. Knowledge and experience with related LMS tools, modules, such as collaboration, mobility, class capture, and materials repository tools.
20. Applicable experience with Network Appliance storage and database integration.
21. Project management and lead experience.
22. Clear ability to explain technical issues in non-technical terms
