Job Summary

Under the general direction of the Contract Management Specialist this position is responsible to execute and to ensure the delegated authority vested with the university is effectively implemented and administered in accordance with the ICSUAM, and all applicable state and federal laws and regulations. Incumbent provides independent performance of contract administration and analytical duties. Work is reviewed against goals and involves independent planning and performing research and participating in the development, alteration, implementation, and evaluation of the contracts, agreements, and leases. May serve as liaison to outside agencies, departments and colleges related to contracts and agreements. Contributes to the completion of broader and more complex organizational or program projects and goals in the Procurement and Contract Services Department.
Prepares, processes, and administers contract documents including but not limited to student placement/internship agreements, property leases, interagency agreements, memorandums of understanding, license agreements, revenue agreements, athletic game guarantee and travel agreements, , and other contractual obligations required by the university.

FLSA Exempt - This position is covered by health benefits, and is exempt, (not eligible for overtime compensation) according to the Fair Labor Standards Act.

Minimum Qualifications

Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation
would normally be obtained through a bachelor’s degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

Required Qualifications

Experience
1. Experience in contract management functions and the ability to interpret technical policies and procedures.
2. Experience with developing, reviewing, and executing various types of contracts and agreements from inception of the requirement to award.
3. Experience presenting information and to be able to respond to questions from faculty, staff, administrators, customers and the public.
4. Experience in contracts/agreements with a foundational knowledge of various types of contracts, agreements, including procurement and contracting principles, practices, and methods.
5. Experience with Procurement and/or Contracting department functions, policies and procedures.

Knowledge, Skills, Abilities
6. General knowledge and skills in Contracting or Contract Management.
7. Possess high level of negotiation and evaluation skills.
8. Strong organizational and project management skills. Ability to management projects simultaneously.
9. Expertise in investigating and analyzing problems with a broad administrative impact and implications. Ability to anticipate problems and address them proactively and evaluate problems and develop appropriate solutions.
10. Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved.
11. Demonstrated knowledge to evaluate and monitor contract performance to determine the necessity for amendments or extensions of contracts, agreements, and compliance to contractual obligations.
12. Working knowledge of operational and fiscal analysis and techniques.
13. Ability to extract data and compile information to write reports, correspondence, and make presentations.
14. Excellent written and oral communication skills.
15. Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form.
16. Excellent customer service skills.
17. Interpersonal skills to work collaboratively with various constituents.
18. Proficiency in Microsoft Word, Excel, Outlook, and Internet Explorer.

Conditions of Employment:
Ability to pass a background check.

Preferred Qualifications

19. Knowledge of government and/or educational institution procurement and contracting policies and procedures including but not limited to student placement and internship agreements, interagency agreements and revenue agreements.

20. Knowledge of California State Contracting Manual, California State University Integrated CSU Administrative Manual (ICSUAM) State and Federal laws and regulations regarding procurement and contracts.

21. Four years contracting experience within Higher Education.

Conflict of Interest

The duties of this position include participation in decisions that may have a material financial benefit to the incumbent. Therefore, the selected candidate will be required to file Conflict of Interest Form 700: Statement of Economic Interest when they first occupy the position, an on an annual basis, complete ethics training within 6 months of appointment, and attend this training every other year thereafter.
