Job Summary

The Special Assistant to the Office of the President will oversee the day-to-day operations of the American Disabilities Act (ADA) Coordinator, compliance, and Public Records Act (PRA) requests. The position will be responsible for working with divisions to establish, revise, and review university policy. In coordination with the Chancellor’s Office, this position will work with legal counsel to track and provide support for legal issues, administrative issues, and litigation that arises on campus.

The Special Assistant will develop and implement a plan to review and update current policies on a specific cycle. The position will be responsible for working with divisions to create and implement a policy approval process and standard template for the University. The Special Assistant will draft, review, and edit policy as directed by the President or Chief of Staff. The position will be responsible for tracking the progress of policies as they go through the campus approval process. The position will be required to develop a good understanding of the policies, practices, priorities, and politics unique to the campus.

The Special Assistant will be responsible for ensuring that the ADA Coordinator develops and implements a plan to address ADA issues on campus and makes timely progress. The position will also oversee a Confidential Administrative Support II who processes PRA requests and assists with compliance reports. The Special Assistant will provide oversight for this position and review all PRA requests before they are sent. This position will also oversee a Confidential Office Support III position responsible for providing legal administrative office support.

FLSA MPP - This position is defined in the Management Personnel Plan (MPP) of the California State University. It is excluded from the collective bargaining process and is exempt from overtime provisions of FLSA. This position is covered by health benefits.

Minimum Qualifications
Required Qualifications

Education:
1. Bachelor’s degree in business administration, higher education, or related field.

Experience:
2. Three to five years of experience with policy development. (e.g. write, develop, amend)
3. Experience with compliance issues.
4. Experience managing/supervising staff.

Knowledge, Skills, Abilities:
5. Knowledge of legal issues and litigation practices.
6. Knowledge of the American Disabilities Act (ADA) and the Public Records Act (PRA).
7. Strong communication skills.
8. Superior political acumen and interpersonal skills to collaborate effectively and diplomatically with multiple constituencies.
9. Excellent organizational and time management skills with the ability to work autonomously and exercise sound judgment.
10. Proficiency in standard office software programs such as Microsoft Office Word, Excel, and Outlook.
11. Ability to handle sensitive and/or complex situations with confidentiality and discretion.

Preferred Qualifications

12. Juris Doctorate or master’s degree in business administration, higher education, or related field.
13. Experience working in a higher education environment.
14. Knowledge of higher education, state, and federal compliance, policy, and regulations.

The duties of this position include participation in decisions that may have a material financial benefit to the incumbent. Therefore, the selected candidate will be required to file Conflict of Interest Form 700: Statement of Economic Interest when they first occupy the position, an on an annual basis, complete ethics training within 6 months of appointment, and attend this training every other year thereafter.
