Job Summary

Under the general direction of the Vice President of Human Resources, the Classification & Compensation Manager (Administrator II) is responsible for providing program leadership and functional expertise in support of classification and compensation programs. This position manages, implements, communicates, consults and trains on all staff, management, and student assistant classification and compensation programs. This position collaborates with the VP of HR on Management Personnel Plan (MPP) Administrator classification and compensation issues; acts as a liaison with the Chancellor’s Office, representing the campus on staff and MPP classification and compensation issues. The position provides interface for Position Management along with the Budget Office. In addition, responsibilities include: administers staff compensation programs (e.g. bonus, stipend, in-range progression) and MPP Administrator compensation programs (e.g. equity increase, bonus); provides consultation to department administrators, supervisors, and managers on topics related to classification and compensation programs including bargaining unit contract interpretation, salary placement, recruitment salary offers, and university policies and procedures; develops and presents training on classification and/or compensation topics; interfaces with the HR Labor & Relations unit regarding organizational development/reorganizations and information requests, as needed; and supervises two professional level confidential staff positions.

FLSA MPP - This position is defined in the Management Personnel Plan (MPP) of the California State University. It is excluded from the collective bargaining process and is exempt from overtime provisions of FLSA. This position is covered by health benefits.

Minimum Qualifications
Required Qualifications

EDUCATION:
1. Equivalent to graduation from an accredited four-year college or university with a Bachelor’s degree.

EXPERIENCE:
2. Equivalent to five (5) years of progressively responsible professional/administrative human resource related experience, including at least two (2) years of experience managing or supervising subordinate professional, paraprofessional and/or support staff.

KNOWLEDGE, SKILLS, ABILITIES:
3. Advanced knowledge of laws, regulations, and policies pertinent to human resources.
4. Expert knowledge of the concepts, principles and practices of position classification and compensation systems.
5. General knowledge of recruitment and employment processes and practices.
6. Knowledge of organizational design and development.
7. Excellent communication and presentation skills.
8. Strong organization and project management skills.
9. Excellent interpersonal skills with the ability to develop and maintain effective working relationships in a diverse environment.
10. Strong analytical, problem-solving, and research skills with the ability to prepare clear, concise and analytic reports and recommendations.
11. Ability to handle sensitive situations and respond to a wide range of inquiries and questions from staff, managers, executives, and external customers.

Preferred Qualifications

12. High-level of human resources generalist and/or classification/compensation specialist/program management experience.
13. Experience working in a higher education environment.
14. Experience working in a unionized environment.
