Job Summary

Reporting to, and under the general supervision of the Program Director, the Program Analyst (Administrative Analyst/Specialist – Non-Exempt) independently provides administrative and analytical support to the Director, faculty, students and staff. This position is responsible for coordinating and maintaining the program budget and office operations as well as assisting in the planning and implementation of marketing and recruitment activities. This position is responsible for the analysis and oversight of day-to-day administrative program operations, program budget analysis, planning and administration of operational systems. This position also recommends to the Director and faculty strategic choices and strategic timing for program investment of resources. Incumbent will be required to work closely with other departments in the College of Education as well as other departments throughout the University.

FLSA Non-Exempt - This position is covered by health benefits, and is non-exempt, (eligible for overtime compensation) according to the Fair Labor Standards Act.

Department Information

The Doctorate in Educational Leadership Program is designed to produce exemplary educational leaders for schools, community colleges, and related areas within education. Graduates of this program will be prepared to lead in educational environments that promote learning, equity, and achievement for all students. Armed with real-world, problem-based learning, program graduates will be ready to manage the complexities of educational organizations, affect school change processes, and shape the educational policies that bear on the practice of education in the public setting.

Minimum Qualifications

Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor’s degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

Required Qualifications

1. Experience supporting and/or coordinating the day-to-day activities/operations of a program.
2. Experience coordinating and maintaining fiscal information (e.g. budgets).

3. Working knowledge of higher education practices, policies, programs and regulations.
4. Working knowledge of budgeting policies and procedures.
5. Knowledge of basic methods and procedures for research and statistical analysis and the ability to apply them.
6. Technology skills with the ability to update and maintain databases, program website and other online resources.
7. Ability to learn, interpret, and apply a wide variety of policies and procedures relating to and impacting a program (e.g. the Independent Doctorate program).
8. Ability to analyze data and make accurate projections using business mathematics and basic statistical techniques.
9. Ability to organize and plan work and projects including handling multiple priorities.
10. Ability to make independent decisions and exercise sound judgment.
11. Ability to compile, write, and present reports related to program or administrative specialty.
12. Demonstrated ability to establish and maintain effective working relationships within and outside the program and serve as a liaison for the program.

Preferred Qualifications

13. Detailed working knowledge of CSU, campus, college, and department infrastructure, policies, and procedures.
14. Extensive experience using Common Management System (CMS/PeopleSoft) programs (Financial Services, Human Resources, Student Administration), SacVault reporting; travel and procurement requisitions and travel expense claims.
15. Ability to prepare statistical reports in Excel
16. Ability to review and interpret information for accrediting purposes
