Job Summary

Under the general supervision of the Associate Vice President of Human Resources, the HRIS Business Analyst (Information Technology Consultant-Career) will coordinate Human Resources (HR) information technology (IT) resource needs, with an emphasis on both business process improvement, enterprise systems, and use of data for decision-making. The incumbent will provide primary coordination between HR and our central IT organization on these issues, with regular interface with the Workflow, Enterprise Systems (Common Management System (CMS)/PeopleSoft), and Data Services components of Information Resources and Technology (IRT). Provides day-to-day first-tier operational, functional and technical support and training for enterprise systems essential to HR functions, including but not limited to CMS/PeopleSoft HR, PeopleAdmin talent management software, Onbase and related workflow software, and IBM Cognos data systems.

The HRIS Business Analyst will work with the HR team to understand HR business process requirements and work with other HR and campus IT personnel to recommend and implement best practice solutions. In cooperation with campus CMS support personnel, this position is responsible for researching and testing CMS/PeopleSoft system upgrades, bundled releases, maintenance packs and postings, and work with IT personnel from IRT to develop thorough test scripts and operational procedures and to implement solutions that optimize HR business processes. The incumbent will also analyze and communicate HR’s needs for data warehousing and data analysis, working with the Data Services team to devise solutions that best meet HR needs.

FLSA Exempt - This position is covered by health benefits, and is exempt, (not eligible for overtime compensation) according to the Fair Labor Standards Act.

Minimum Qualifications

To enter this classification, a basic foundation of knowledge and skills in technical information systems and application program packages is a prerequisite. This foundation would normally be obtained through a bachelor’s degree in computer science, information systems, educational technology, communications, or related fields, or similar certified coursework in applicable fields of study. Foundation knowledge and skills for the Information
Technology Consultant, depending on the nature of the position assignment, may include working knowledge of common software application packages, equipment platforms, reference database systems and sources, and training methods and a basic understanding of networks, data communication, and multimedia systems.

Required Qualifications

1. Experience developing, coordinating, and/or implementing plans to test and improve business and functional processes.
2. Experience translating functional needs into IT solutions (e.g. integrate multiple applications and systems to match user and business process needs).

3. Working knowledge of enterprise systems for business intelligence (BI) and business-process improvement (i.e. workflow) such as IBM Cognos and Hyland Onbase or similar, industry-standard workflow, imaging and BI systems.
4. Working familiarity with enterprise resource planning systems (ERPs) such as Common Management System (CMS)/PeopleSoft with emphasis on HR modules, including workforce administration, temporary faculty handling, position management, time and labor, absence management, benefits administration and recruiting.
5. Effective communication skills with the ability to describe and explain technical issues and solutions in clear and concise language for a technical and/or a non-technical audience.
6. Excellent analytical, research, and problem-solving skills (e.g. evaluation of the use of enterprise systems in terms of their ability to meet business needs of the organization, especially in regard to creating easy-to-use self-service HR systems).
7. Strong interpersonal skills to work effectively with internal and external contacts, as well as outside vendors/manufacturers.
8. Ability to work independently on desktop support and user consulting.
9. Ability to collaborate in a team environment with functional users and technical staff.
10. Ability to support business applications (e.g. writing data queries, developing data reports, supporting database use, automating processes).

Preferred Qualifications

11. Working knowledge of PeopleSoft Human Resources modules, including Absence Management, Benefits Administrations, Position Management, Time & Labor, Workforce Administration, Payroll related module, and Query reporting writing, SQL, Excel and other report tools.
12. Working knowledge of PeopleAdmin talent management software.
13. Ability to perform system and application needs analysis.
14. Demonstrated knowledge of workflow systems.
15. Experience with document imaging systems, software development, configuration, testing, application upgrades, and implementations.
16. Ability to collaborate with the Information Resources & Technology (IRT) department in the development of operations and procedures for collection, editing, verifying, and managing human capital management (HCM; CMS/PeopleSoft) data.
