Job Summary

Under the direction of the Director & University Bursar in the Bursar’s Office, and in collaboration with the Associate Bursar & University Cashier, the incumbent plans, organizes, and directs the University collections, billing, OneCard marketing, and refund processes. This position requires thorough knowledge of all Federal, State, CSU and University regulations and the ability to interpret and apply these rules as they relate to the functions of the Bursar’s Office. This position develops and maintains an effective working relationship with campus departments, the chancellor’s Office, Federal, State, and other agencies. This position is also responsible for promoting the services provided by the Bursar’s Office.

FLSA MPP - This position is defined in the Management Personnel Plan (MPP) of the California State University. It is excluded from the collective bargaining process and is exempt from overtime provisions of FLSA. This position is covered by health benefits.

The Bursar’s Office is the main artery for the majority of financial activity at the University and is committed to excellent customer service, staff development, quality improvement and system enhancements to best serve our current and future students, staff, faculty and campus community. We are comprised of 20 dedicated staff members providing cashiering, disbursement, billing, collections and refund services.

The Bursar’s Office counter at Lassen Hall 1001, commonly referred to as the “Cashier’s Office,” is committed to servicing students, staff and faculty with their cashiering needs, such as registration payments, parking permits, and other fees owed to the University. We also disburse all types of checks, including financial aid, payroll and vendor checks. We have also recently added OneCard Services to our operations.

Next door in Lassen Hall 1003 we have a dedicated team specially trained for all collections and billing for the University. Our collection team works with the State of California and various collection agencies to recover funds owed to Sacramento State. We also help with special tuition fee programs such as fee sponsors and fee waivers. The refund team processes all types of registration fee and departmental fee refund checks. We also conduct group and one-on-one money management sessions as part of our Your Money Matters! program.

Minimum Qualifications
Required Qualifications

Education/Experience

1. Bachelor’s degree or equivalent in Accounting, Finance, Business Administration or other related degree. (Possession of additional qualifying experience may be substituted for the required degree on a year-for-year basis)

2. Three years of experience in student billing, cash management, collection and/or business office experience.

3. Experience training and managing staff; including scheduling and workload assessment.

Knowledge, Skills, Abilities
4. Knowledge of Financial Aid programs and State, Federal, CSU, and University regulations and procedures pertaining to accounts receivable, billing, refunds, and the collection of debt.
5. Excellent communication skills and the ability to develop successful working relationships in a diverse environment.
6. Ability to perform research and resolve complex financial issues.

Preferred Qualifications

7. Experience with Common Management System (CMS PeopleSoft) Student Financials and Common Financial System (CFS PeopleSoft) Finance.
8. Experience with Data Warehouse systems.
9. Experience with Third-Party Billing systems, skip tracing systems & processes, and credit reporting software.
10. Experience with financial literacy programs and/or events.
11. Experience with public speaking to varied populations.
