Job Summary

Under the general direction of the Vice President for Student Affairs, the Project and Program Evaluation & Assessment Manager works independently to provide the Vice President for Student Affairs with the research, data generation, analysis, assessment & evaluation, and reporting related to the Division of Student Affairs, Sac State, and CSU system-wide projects and programs for which the VPSA assumes a leadership role. In addition, this position will collaborate with other offices (e.g. Office of Institutional Research, Office of Institutional Effectiveness, etc.) to provide information and analysis to the Executive Director of University Initiatives and Student Success. Examples of such projects include research and reporting on the Sacramento State and CSU Graduation Initiative, student success project or program efficiency and effectiveness and data analysis for large grants (e.g. the Developing Hispanic Serving Institution Grant) and other similar projects in Student Affairs. In many cases, these programs/projects culminate in the delivery of data reports, presentations, and/or publications to various audiences, including university leadership, state legislators, state and national organizations and the community at large.

The incumbent is responsible for the research and assessment of critical initiatives of programs and projects throughout Division of Student Affairs. Incumbent will work with various stakeholder such as faculty, staff, and administrators on the collection of data reporting, analysis and assessment regarding the success of various departments towards applicable initiatives, programs, projects, and goals. Incumbent’s work includes identifying and defining data, providing reports to departments throughout the division to monitor their success and make appropriate changes to meet project goals.

FLSA MPP - This position is defined in the Management Personnel Plan (MPP) of the California State University. It is excluded from the collective bargaining process and is exempt from overtime provisions of FLSA. This position is covered by health benefits.

Minimum Qualifications
Required Qualifications

1. Bachelor’s degree from an accredited university.
2. Three (3) years of experience in program / project evaluation and assessment.
3. Experience designing program assessment methodologies, conducting assessment and writing executive level reports.
4. Experience using common statistical methodologies to analyze program and process data determining efficiency and effectiveness.

Knowledge, Skills, Abilities
5. Understanding of meta-data analysis to generate predictive analytics for large goals that involve multiple programs or projects.
6. Ability to provide leadership of a strategic nature designing and implementing the analysis, development, and evaluation of highly complex programs, processes or projects with broad impact.
7. General knowledge of and ability to apply effective, extensive expertise in program/project assessment and evaluation and ability to train others on these methodologies.
8. Demonstrated ability to lead and strategize with colleagues, leaders, and decision makers to design and implement strategic assessments to support effective decision-making at the division and university level (and potentially the CSU system level).
9. Discretion to work with confidential data and maintain the confidentiality and data security of such data following all federal, state and institutional policies.
10. Demonstrated strong verbal and written communications skills and effectiveness and comfort level with presentations to multiple levels of an organization.
11. Demonstrated knowledge of statistics and statistical software packages (e.g. SPSS, SAS, etc.).
12. Demonstrated knowledge of Microsoft Office products (e.g. Excel, Word, Visio etc.)

Preferred Qualifications

13. Master’s Degree from accredited university.
14. Five (5) years of experience in program / project evaluation and assessment.
15. Experience using Business Analysis and Reporting Tools.
16. Experience writing and presenting executive-level reports on large, complex topics
