Job Summary

The Director of the English Language Institute reports to the Dean in the College of Continuing Education (CCE) and is responsible for the development, administration and fiscal management of English language programming, both noncredit and credit, for international students and partner institutions.

The Director identifies potential new programs, certificates, and courses that can be offered in self-support for international students and partner institutions. Developing a close working relationship with campus and international entities is essential for success. The Director ensures that all relevant approval processes on campus are secured. The Director oversees and coordinates the marketing and recruiting of self-support English language programs for international students and is responsible for the enrollment success and fiscal performance of these programs.

The Director will have a keen sense of which programs will be attractive to international students and partner institutions, will be able to assess demand, forecast program or cohort starts, and will be able to evaluate and recommend program content and desired learning outcomes in consultation with staff and instructors. The Director will be able to lead and inspire a team of staff and instructors to provide the best service and curricula possible for international English language learners.

The Director has critical and complex decision-making responsibility, is responsible for developing and executing a strategic plan for the English Language Institute. The Director has a high degree of independence and high level of autonomy, and may make commitments on behalf of CCE. The Director will be part of the Dean’s leadership team.

The Director interacts with many internal and external customers and stakeholders both domestically and internationally. They include members of colleges, academic departments, administrative offices, international education consultants, and national and international organizations. The Director is expected to attend events, participate in professional associations, meet with clients both in the US and abroad, and to build relationships in order to promote the Institute’s programming. The Director will also serve as the Institute’s Designated School Official (DSO) for SEVIS purposes.

The Director has budgetary oversight for revenue in excess of $2 million. It is expected that this revenue increase while expenses are contained.

FLSA MPP - This position is defined in the Management Personnel Plan (MPP) of the California State University. It is excluded from the collective bargaining process and is exempt from overtime provisions of FLSA. This position is covered by health benefits.

Minimum Qualifications
Required Qualifications

EDUCATION:
1. Bachelor’s degree from an accredited institution in international education, business, international relations, or related field.

EXPERIENCE:
2. At least five (5) years’ experience managing an international English language education program.
3. Experience developing and managing successful international partnerships for English language education programs.
4. Experience managing, developing and forecasting program budgets and analyzing costs.
5. Experience in developing and completing international memos of understanding and contracts.
6. Proven track record of business and political acumen both at institutional and international levels.
7. Experience leading, managing, and motivating a team of diverse individuals that possess different goals and have distinctly different roles.
8. Experience in addressing issues stemming from cultural dissonance and working directly with students and addressing behavioral issues and/or emergency situations.

KNOWLEDGE, SKILLS, AND ABILITIES:
9. Strong organizational and project management skills to handle a large number of assignments involving different stakeholders.
10. Outstanding communication skills (verbal and written) with sensitivity to different cultural communication styles.
11. Strong interpersonal skills with the ability to maintain cooperative working relationships with internal and external constituents, including international constituents.
12. Knowledge of the procedures and practices in international educational programs and curriculum planning in international education.
13. Ability to determine needs for new or revised programs and knowledge of current market and development trends.
14. Ability to interpret policy, implement planning techniques, establish performance metrics, and utilize technology for organizational effectiveness.
15. Ability to analyze complex issues and implement creative solutions to complex problems.
16. Strong knowledge of Federal regulations governing international students and exchange visitors, as well as knowledge of the Student and Exchange Visitor Information System (SEVIS)

CONDITIONS OF EMPLOYMENT:
– Ability to pass a background check
– Ability to serve as a Designation School Official (DSO). In order to serve in this role, incumbent must be a US Citizen or Legal Permanent Resident.

Preferred Qualifications

17. Master’s degree from an accredited university in TESOL, international studies, international business, or a related field.
18. At least five (5) years working in higher education or continuing education.
19. Speaking ability in one or more languages other than English.
20. Experience working in a collective bargaining environment.
