Job Summary

The HR Budget Analyst provides division-wide support for: 1) division-level coordination and planning of all budgetary and financial matters for the $3M budget of the Human Resources division; 2) manages all division budgets, including cost allocation, printing and copying, telecommunications, and special projects; 3) provides division-wide oversight of project resource allocation and planning in cooperation with the Vice President of Human Resources; and 4) researches and prepares reports and analysis for division-wide strategic functions.

The Budget Analyst provides primary financial and budgetary assistance, and leadership to the Human Resources division, its management and staff. The Budget Analyst prepares and maintains a comprehensive balance sheet that provides an up-to-date and accurate assessment of division-wide budgeting and spending and also prepares and maintains accurate projections and reports on all division units. Within the balance sheet, the Budget Analyst also tracks and projects all unit staffing, All University Expenses, one-time expenses, and special projects.

The Analyst works with the Vice President to independently plan, manage, and implement all division budgets. Support is provided to management team in the areas of aggregate project resource planning and preparation of research reports on strategic division projects.

The HR Budget Analyst provides lead support and training to HR administrative office personnel and unit staff in the areas of operational budgets, HR budgeting, finance, procurement, travel and payroll, including the reconciliation process. Daily use is made of the Peoplesoft Financial and Human Resource systems, as well as of related data warehouse and budget/finance analysis tools. A wide range of accounts are handled, including general state operating funds, cost-allocation accounts, personnel, student wage funds, and all-university funds. Day-to-day management is also exercised over all finance, procurement, and personnel budgets. A key aspect of the position is to contribute to the improvement of financial and budgeting processes both within the division and for the university at large.

The Budget Analyst reports to and works directly with the Vice President. The employee will also be a key support for division managers.

Note: All HR employees should be familiar with the mission of the University, the University Strategic Plan, and the campus HR strategic goals.

FLSA Exempt - This position is covered by health benefits, and is exempt, (not eligible for overtime compensation) according to the Fair Labor Standards Act.

Minimum Qualifications

Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor’s degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

KNOWLEDGE, SKILLS, ABILITIES
5. General knowledge and skills in the applicable administrative field with foundation knowledge of public administration principles, practices, and methods.
6. Demonstrated financial analysis, planning and fund management experience.
7. Demonstrated familiarity with generally accepted accounting principles (GAAP).
8. Demonstrated budget analysis and accounting administration at a division-wide level.
9. Demonstrated advising management on policy and procedures related to finance, budgets, and related operational functions to meet divisional goals.
10. Demonstrated project management and business analysis skills.
11. Demonstrated ability to prepare effective research reports and plans, and to communicate clearly both verbally and in writing, especially with regards to strategic concepts.
12. Demonstrated ability to effectively present ideas and concepts in written or presentation format, including accurate oral, written, and numeric presentations.
13. Demonstrated knowledge of customer service and quality improvement principles.
14. Ability to coordinate and maintain cooperative working relationships with individuals at all levels within the University and external constituents.
15. Ability to provide lead work direction.
16. Strong organizational and time management skills; ability to prioritize and work independently
17. Demonstrated knowledge of Microsoft Office products (e.g. Powerpoint, Excel, Word, etc.) and/or Query Tools (databases and database query tools).

Preferred Qualifications

18. Demonstrated experience with enterprise online financial systems [PeopleSoft Financial System (Common Management System, Common Financial System, COGNOS), or similar (travel, requisition, financial, property management, human resources systems and payroll], complex spreadsheets and related tools impacting budget planning, staffing and complex operational needs.
19. Experience providing complex financial analysis at the executive level and for senior managerial decision-making to meet divisional goals.
20. Demonstrated experience to address strategic and long-term financial and budgetary goals of a large organization.
21. Demonstrated experience in strategic resource analysis for division-level projects.
22. Demonstrated experience leading personnel in the areas of bookkeeping/procurement/travel/payroll.
